During the recent years it is already the sixth semester of teaching assignment of Professor Grzegorz W. Kolodko at various academic institutions in the USA. Aside of the Yale School of Management (SOM) in 1998 and the Department of Economics at the UCLA in 2000, Director of TIGER has been lecturing at the Department of Political Science at the University of Rochester, New York. At the UofR he holds since 1999 a position of John C. Evans Visiting Professor in Polish and European Studies. During this appointment at the University of Rochester Professor G. W. Kolodko presented a lecture on comparative economics and politics related to the process of post-communist systemic transformation and a seminar on the political economy of globalization.

Together with professors Thomas Gibson, Robert Foster and Ronald Jones professor Grzegorz W. Kolodko participated in the panel debate on "International Trade and Globalization". The panel was organized jointly by the Departments of History, Anthropology, Economics and Political Science of the University of Rochester, New York. The debate took place at the River Campus, in the Hoyt Auditorium. The panel was co-sponsored by the Students for Liberty and the Students for Justice.

A new book by prof. Grzegorz W. Kolodko entitled "O Naprawie Naszych Finansów" (Eng. "On the Reform of Our Public Finance System") has been published by TNOiK. Quotation from the last page of the cover: When for the first time I spoke about the core of the policy, which aimed at "turning the digits back to front" - meaning jumping from the 0.5 % economic growth rate in the first quarter of 2002 to 5.0%, many treated this as grotesque. Later, they admited that I was right. They especially underlined the accuracy of the predictions, that indeed the GDP grew at the rate of 3,5% (in fact it grew 3,8%). The most important thing is not to predict the right numbers, however, but to implement a proper policy. Consequnetly my policy happenned to be right. The "digits turned back to front" at the beginning of 2004. In the first half of the year GDP grew over 5% and there is a chance for a similar increase for the entire year.

The new book on "Strategy for Fast Economic Growth in Poland", edited by Professor Grzegorz W. Kolodko, has been published (in Polish) by the Kozminski School of Management. This comprehensive study has been prepared by the team of over twenty scholars and policymakers associated with TIGER, and is the result of research program coordinated by the TIGER. The proceedings of the investigations had been discussed during the March 25th-26th, 2004, conference organized by TIGER.

Kolodko, participated - together with Mr. José Luis Alzola, Director for the Economics and Markets of Citigroup, and Mr. José Luis Escrivá, the Chief Economist of the BBVA group - in a panel discussion on "The New European Union Countries Arrival Economic Impact". The presentations was followed by the open debate with the auditorium (ca. 150 persons), formed by the managers of the financial markets in banks, savings banks and other financial intermediaries as well as investors. The panel took place at the Palace of Fernán Nunez in the hart of Madrid.

The prestigious Nankai University in Tianjin, China awarded Professor Grzegorz W. Kolodko with the Honorary Professorship for his oustanding contribution to the theory and practice of market transformation. In March this year Prof. Grzegorz W. Kolodko was awarded the Honorary Degree (Doctorate Honoris Causa) by the Southwestern University University of Finance and Economics (SWUFE) in Chengdu, China. In the recent years two books about the transformation, globalization and economic development, wrote by the Director of TIGER, were published in Chinese.

The Annual Conference of the Chinese Association for Economics Studies on Russian and East European Countries took place at the Nankai University in Tianjin. This year conference's topic was "Transition Economies: Policy, Performance, Results and Perspective of Russian and East European Countries". During the conference Prof. Grzegorz W. Kolodko presented a lecture on "From Shock to Therapy. The Lessons from Post-Communist Transformation in Central Europe and the FSU Republics".

While in Phon Penh, professor Grzegorz W. Kolodko met the former Prime Minister of Cambodia, Mr. Ung Huot, Secretary General FUNCINPEC, Prince Norodom Sirivudh, and the Secretary of State in the Ministry of Trade, Mr. Ravy Khek. They discussed the evolution of the political situation of and the development conditions for Cambodia, as well as consequences of its accession to WTO. The interlocutors were also interested in the implications of Poland's accession to the European Union.

While in Hanoi, professor Grzegorz W. Kolodko met the President of Vietnam, Mr. Tran Duc Luong . They discussed the results of the doi moi policy - Vietnamese market reforms initiated in 1986; and the conclusions for the Vietnam and Indochina region from the transition of Poland and other Central East European states. The Director of TIGER pointed out the need for fighting corruption and not allowing excessive disparities in income sharing.

At the invitation of United Nations Development Programme and Viet Nam's National Centre for Social Sciences and Humanities (NCSSH) Professor Grzegorz W. Kolodko participated in the International Conference on Transition Economies in Hanoi, Vietnam. The main purpose of the conference was to exchange experiences on the most important lessons learned in transition economies over the past 15 years and to discern policy and institutional implications for countries in transition. Marcin Piątkowski, Research Director, assumed a position of an Advisor to the Swiss Executive Director at the International Monetary Fund (IMF) in Washington D.C., USA. The Swiss Executive Director is one of twenty four directors sitting on the Executive Board of the IMF, which is responsible for conducting the day-to-day business of the IMF. It carries out its work largely on the basis of papers prepared by IMF management and staff.

Having played a significant role in Poland's accession to the European Union as a Deputy Prime Minister and the Minister of Finance in the years 1994-97 and 2002-03 during which GDP increased in sum by one third, professor Grzegorz W. Kolodko in his own manner celebrated Poland's joining the EU. In rain in New Zealand he completed the Rotorua Marathon in 4 hours 7 minutes and 5 seconds.

The historic negotiations of the Polish Round Table, which initiated systemic reforms in our part of the world, were concluded fifteen years ago. They took place between 6th February and 5th April 1989, in what is now the Presidential Palace at the Krakowskie Przedmieście street in Warsaw. At the anniversary of this important event the President of Poland Mr. Aleksander Kwaśniewski had invited all the participants. Director of TIGER, Prof. Grzegorz W. Kolodko, as a participant of the Round Table negotiations also took part in the meeting.

Second this year marathon - after Redding Marathon - has been completed by Professor Grzegorz W. Kolodko. This time in 3 hours 59 minutes and 56,8 seconds (over 22 minutes faster than in Redding) he run the distance of the famous Mardi Gras Marathon, New Orleans (USA).

At the invitation of IPTS (Institute for Prospective Technological Studies), Sevilla, Spain, and the European Commission, Marcin Piatkowski took part in the international workshop on "Enlarging the European Information Society: Potential IS Strategies towards Lisbon 2010 objectives". On the eve of the enlargement of the European Union, the Workshop presented and discussed the results of a large body of research, with a special focus on 13 reports on the level of development and future prospects for information societies in the EU candidate countries. The report on Poland has been prepared by TIGER team led by Marcin Piatkowski.

On his way to the American Economic Association Annual Meeting in San Diego, professor Grzegorz W. Kolodko welcome the New Year 2004 participating in the Redding Marathon, California. A mountainous and difficult route of 26.2 miles, or 42.195 kms, he had completed in 4 hours 22 minutes and 37 seconds - 45 minutes worse than his best record in Toronto in September 2001 - taking however the third place in his age category. He has also received the trophy for the competitor who had come from the most distant place.
